15/01/2013 - Civil Servants Should Have Positive Characteristics Of World Conquerors

PUTRAJAYA: Civil servants should equip themselves with positive characteristics of renown world conquerors, like strength, perseverance, persuasive power, wisdom and ability to work as a team.

Chief Secretary to the Government (KSN) Datuk Seri Dr Ali Hamza said these characteristics had enabled Alexander The Great, Genghis Khan, Asoka the Great, Jabar Al-Tariq, Napoleon Bonaparte and Hannibal The Great to conquer the world and their achievements were forever remembered.

He said civil servants could improve the quality of their service if they were able to appreciate the special characteristics of the world conquerors, like compelling vision, passion, extraordinary leadership, power of motivation and communication, effective negotiation and confidence in their armies.

"In the public service perspective, the significance and stories of their amazing achievements can be appreciated and made the source of energy and inspiration to ward off accusations, like refusal of civil servants to challenge the status quo, change their mindset, to make a paradigm shift, to think out of the box and share resources and expertise.

"We cannot remain at our old creative level as we will only be creating a silo culture or isolation, as well as an obsession with keeping our own boundaries," he said when speaking at the presentation of the Intan Fellow Award and diploma at the Putrajaya International Convention Centre today.

He said civil servants should also identify resource assistance, infrastructure and always be equipped with the latest knowledge and skills in providing the best service to the public.

Besides being productive, creative and innovative, he said, they should also be honest, fair and sensitive to the people's well-being.

"We need to have courage, strong mind, planning and desire to do something out of the ordinary to make an impressive achievement.

"We don't have to wait for a circular or written instruction to be issued, but to be proactive," he added.

Therefore, he said, the mindset of civil servants should be corrected because it determined how they work and perform their jobs.

At the function, Tan Sri Ismail Adam was awarded the Intan Fellowship while 458 administrative and diplomatic officers received their diploma.
